At the beginning of your upkeep, each player
sacrifices a token creature or discards a card.
Whenever a nontoken creature enters the
battlefield, its controller must pay {1}. If they can't,
that creature gains haste and becomes goaded.
Whenever one or more attacking creatures die,
if the creature was goaded, its controller loses 1 life.
. . . War never changes.
