Menace

Goaded creatures can't attack you unless their
controller discards a card. If an opponent is unable
to discard a card this way, they instead lose 2 life.

At the beginning of each other player's upkeep,
they may goad a creature they control. If they do,
they draw a card and that creature gains menace
until end of turn.
